1.1. The given Regulations define aims and order of organization of the Contest “Talisman of the 44th World Chess Olympiad 2020 in Khanty-Mansiysk” (hereinafter referred as "Contest"), its organizational and methodical support, procedures of participation and selection of winners, and they are valid till finishing of the Contest activities.
1.2. The Organizer of the Contest is the Ugra Chess Federation (hereinafter referred as "Organizer"), which is the Executive Direction of the 44th World Chess Olympiad 2020 in Khanty-Mansiysk.
1.3. A special Selection Committee consisting of representatives of the Organizing Committee and International Chess Federation (FIDE), artists and designers has been organized in order to carry out the Contest.
1.4. Information concerning the Contest (Regulations, members of the Organizing Committee, news, list of winners etc.) will be available at the webpage ugra2020.fide.com.
2.1. The main aim of the Contest is development of the talisman of the 44th World Chess Olympiad 2020 in Khanty-Mansiysk for its further usage to produce promotional and presentation materials.
2.2. Objectives of the Contest:
2.2.1. popularization of chess;
2.2.2. large-scale media coverage;
2.2.3. involvement of people of all ages into sports;
2.2.4. encouragement of creative initiatives;
2.2.5. attraction of public attention to the World Chess Olympiad 2020.
3.1. The Contest is a program of activities that will help to achieve the aim and objectives of the Contest. It is open and supervised by the Contest’s Organizer. In order to determine a winner the Selection Committee is organized by the Organizer.
3.2. The talisman is an official symbol of the 44th World Chess Olympiad in Khanty-Mansiysk. It should be a spectacular and eye-catching character that will be used during the activities of the Olympiad. The talisman can be depicted as an animal or an animated fictional creature personalized with the elements of symbols of the 44th World Chess Olympiad (logo). The talisman should not repeat visual images of previous cultural and sport events.
3.3. Participants of the Contest are authors and right holders who have submitted their works (made individually or in a team) in accordance with the provisions of the given Regulations. Participants of the Contest can be people of any gender and place of residence. On behalf of a minor participant (under the age of 14) his or her legal representative takes part in the Contest.
4.1. The Contest is organized by correspondence in two stages from September 9 to November 9, 2019:
4.1.1. Stage 1 – application submitting: September 9 – October 30, 2019. The application stage includes uploading information about the Contest at the official webpage ugra2020.fide.com and submission of design projects to the email email@example.com with the subject «Talisman».
4.1.2. Stage 2 – selection. The selection stage includes:
– selection of design projects of the talisman that meet the requirements of the given Regulations: November 1 – November 5, 2019;
– evaluation of the design projects by the Selection Committee and selection of the best project: November 5 – November 9, 2019.
4.2. Information on a winner will be published at ugra2020.fide.com
5.1. Participation in the Contest is free of charge. Each Participant is not limited in number of the works submitted in case of meeting all the requirements. Participants are responsible for any expenses arising of their participation in the Contest including those connected with communication and internet services or any other expenses except as otherwise expressly provided in these Regulations.
5.2. To take part in the Contest it is necessary to send the following documents to the email of the Organizer firstname.lastname@example.org within the application stage of the Contest:
5.2.1. a design project of the talisman in digital form;
5.2.2. a filled in application with contacts (Supplement 1). Works without contacts will not be accepted. Each Participant has to provide contact information;
5.2.3. a filled in form of the Consent to Personal Data Processing (Supplement 2);
5.2.4. a concept note in free format with description of the talisman and meaning of the elements of its design.
5.3. Participants can submit the documents in person (Ugra Chess Federation, 6 Loparev Str., Khanty-Mansiysk).
5.4. The design projects must not be registered, take part in other contests, be awarded, be submitted or used before or break the Russian law. They also must not be used anyhow during the Contest period.
5.5. All the submitted materials are not reviewed or returned. The Organizer reserves a right to use the works submitted for non-commercial purposes in compliance with the rights of authors.
5.6. Within the Contest period Participants permit free use of the talisman and grant the Organizer with the following rights:
5.6.1. a right to publish the talisman, i.e. to show the work in some form or some way to an indefinite number of people;
5.6.2. a right to reproduce the talisman;
5.6.3. a right to disseminate the talisman;
5.6.4. a right of public demonstration of the talisman;
5.6.5. a right to reprocess the talisman;
5.6.6. a right to amend the talisman, to reduce and add it with illustrations, comments or annotations.
5.7. A Participant of the Contest confirms that he or she is the only holder of exclusive rights on the talisman and that he or she has not broken rights of a third party.
5.8. A Participant guarantees that an exclusive right on all the intellectual property items of the talisman belongs to him or her on legal grounds.
5.9. Participants of the Contest agree to give interviews about participation in the Contest including ones on the radio and TV (including live broadcasting) and other mass media, and to photo and video recording during the Contest.
5.10. By sending a design project of the talisman Participants provide the Organizer with the right to use their personal data and materials submitted by them according to Supplement 2 without getting a special agreement every time and without any money reward.
5.11. A fact of participation in the Contest implicates that Participants agree that their names, surnames, other personal data, photos, interviews and other materials can be used by the Organizer for promotion on the TV, radio, mass media, internet and for production of graphic materials without any money reward. All exclusive rights on such interviews and photos will belong to the Organizer.
5.12. During the Contest Participants will need to elaborate the logotypes taking into account recommendations of the Selection Committee if any.
5.13. By submitting a work to the Contest, Participants confirm that they aware of the provisions of the given Regulations and agree with conditions of the Contest. At the end of the Contest winners have to provide the Organizer with the logotypes in curves (CorelDRAW, Adobe Illustrator) within 5 (five) working days.
6.1. The work has to comply with the theme of the Contest “Talisman of the 44th World Chess Olympiad 2020 in Khanty-Mansiysk”.
6.2. The work has to be one of authorship and be tailored to this Contest.
6.3. Links to third-party resources are not allowed in the works.
6.4. Images have to be submitted in formats of JPEG, PNG, EPS, CDR. Image seize is not less than 1920*1080 ppx.
6.5. The following works are not accepted:
6.5.1. containing political, religious and other propaganda, fake information, calls for ethnic hostility, libel and hate speech;
6.5.2. containing non-normative lexicon;
6.5.3. breaking copyright;
6.5.4. promotional or other works made in interests of any companies regardless of their art value.
6.6. The talisman has to meet requirements of the current Russian legislation allowing its registration. In particular, the talisman must not contain the following elements:
6.6.1. that have entered into common use to indicate goods of a certain type;
6.6.2. that are commonly used symbols and terms;
6.6.3. that characterize goods including indicating their type, quality, quantity, properties, intended use, value and also time, place and way of their production or distribution;
6.6.4. that have a shape of goods that are defined exclusively or generally by properties or intended use of goods.
6.7. It is not allowed to use the elements that represent:
6.7.1. national coats of arms, flags and other national symbols;
6.7.2. reduced or full names of international and intergovernmental organizations, their coats of arms, flags and other symbols;
6.7.3. official control, warranting or hallmarks, stamps, awards and other marks of distinction.
6.8. It is not allowed to use the following elements in the talisman:
6.8.1. that are false or able to mislead;
6.8.2. that contradict public interests and principles of humanism and morality.
6.9. It is not allowed to use symbols equal or similar to official names and images of the most valuable cultural and natural heritage sites of the peoples of the Russian Federation or of the world and images of cultural values stored in collections, gatherings and funds.
6.10. The talisman must not be equal or similar to trademarks of third parties registered or having been claimed for registration towards homogenous goods and having earlier priority.
6.11. The talisman must not be equal to:
6.11.1. a title of a well-known in the Russian Federation work of science, literature or art, a character or a quotation from such a work or its fragment;
6.11.2. a name, pseudonym or their derivative, a portrait or facsimile of a well-known people in the Russian Federation;
6.11.3. an industrial sample or a conformity mark when rights on them arose earlier than priority of the trademark being registered.
6.12. The Organizer reserves a right not to accept works that do not meet the Contest’s requirements, not to enter into correspondence and not to explain reasons of refusal.
7.1. The submitted materials that comply with requirements of the given Regulations are studied by the Selection Committee. The Committee will not consider applications submitted later than October 30, 2019.
7.2. Sitting of the Committee is treated as legitimate if over one half of its members are present.
7.3. The criteria of evaluation are as follows:
7.3.1. correspondence with the theme of the Contest “Talisman of the 44th World Chess Olympiad 2020 in Khanty-Mansiysk”;
7.3.2. correspondence with values and tasks of the Executive Direction of the 44th World Chess Olympiad 2020 (Ugra Chess Federation);
7.3.3. high level of artistic performance;
7.3.4. originality of the idea.
Decision of the Selection Committee is made by the consensus and recorded in the minutes that are signed by the Chairman and the Secretary of the Committee.
7.4. Results of the Contests confirmed by the Selection Committee are final and are not subject to revision.
7.5. The Selection Committee defines a winner of the Contest.
8.1. Design projects of talismans of finalists are to be uploaded at the official webpage ugra2020.fide.com and/or in official social media of the 44th World Chess Olympiad 2020. Herewith they can be elaborated by professional designers.
8.2. The Contest’s winner gets a right on transfer, accommodation, boarding and visiting the events of the 44th World Chess Olympiad 2020 in Khanty-Mansiysk on August 1-3, 2020 at the expense of the Executive Direction for one person.
8.3. Transfer of the right of the winner set forth in the Art. 8.2. of the given regulations to another person is not allowed.
8.4. The winner gets a document confirming the victory in the Contest and a reward in the amount of 1,000 (one thousand) euro. The participants who take the 2nd and 3rd places are awarded by certificates of honor.
8.5. The Organizer reserves a right to reward finalists with recognition gifts.
9.1. Participants of the Contest have the following rights:
9.1.1. to peruse the given Regulations at the official webpage ugra2020.fide.com;
9.1.2. to take part in the Contest upon procedures defined by the given Regulations;
9.1.3. to get information about amendments of the Regulations at the official webpage ugra2020.fide.com;
9.1.4. to get all the necessary information concerning procedures of the Contest from the Organizer.
9.2. Participants of the Contest are obliged:
9.2.1. to obey the conditions of the given Regulations;
9.2.2. in case of victory to sign an agreement on the alienation of the exclusive right on a design project of the talisman (Supplement 3). In case of refusal to conclude the agreement as it is in the Supplement 3 by the winner, results of the Contest are nullified and the winner is derived of the rights provided upon the results of the Contest. In this case the Organizer and the Selection Committee can decide on victory of another participant who is on the second place;
9.2.3. in case if failure to perform their duties stipulated by the present Regulations by Participants has caused damages to the Organizer, they are obliged to pay the damages full and complete.
10.1. The Organizer of the Contest has the following rights:
10.1.1. to check correspondence of applications and other information submitted with the requirements stipulated by the Regulations;
10.1.2. to demand Participants to obey the given Regulations and not to commit actions that can cause damage to Participants, the Organizer or third parties;
10.1.3. not to accept applications filled in not completely or unscrupulously or sent after the deadline or containing not all the documents listed in the Chapter 5 of the given Regulations;
10.1.4. to refuse from participation if a design project of the talisman does not comply with the requirements of the present Regulations and if a Participant uses illegally copyright- and related rights-protected materials of third parties. The Organizers decides in their discretion on correspondence of a work with the given Regulations;
10.1.5. to amend the given Regulations during the application stage of the Contest;
10.1.6. to finish the Contest at any time before a winner is determined by publishing a news at the official webpage ugra2020.fide.com;
10.2. The Organizer is obliged:
10.2.1. to organized the Contest in accordance with the provisions of the present Regulations;
10.2.2. to ensure that personal information received by the Organizer from Participants is treated in a confidential manner during its processing in frames of performance of their duties stipulated by the given Regulations upon the Federal Law of the Russian Federation of 27 July 2006 № 152-FZ “On Personal Data”;
10.2.3. to ensure rights of a winner stipulated in the Art. 8.2. and 8.4. of the given Regulations.
10.3. The Organizer is not responsible for:
10.3.1. content of works, their correspondence with law and copyright infringement by Participants;
10.3.2. failure to receive or receive on time information and documents due to the fault of Participants or communication conditions or other reasons out of control of the Organizer;
10.3.3. failure to fulfil (untimely fulfilment) by Participants their duties stipulated by the given Regulations;
10.3.4. correctness, reliability and accuracy of personal data, contact and other information from Participants’ applications, and for impossibility to contact a Participant due to the reasons out of control of the Organizer and due to reasons but not limited to connected with quality of communication providers performance;
10.3.5. rescheduling and failures in organization of the Contest and for other amendments.
11.1. The Organizer is not responsible for failures to perform the obligation in frames of the given Regulations caused by force majeure.
11.2. Force majeure can be caused by a war, earthquake, flood, hurricane, fire and other similar phenomena and also laws, orders and other legal documents of governmental bodies introduced after publication of the given Regulations and preventing from their implementation.
12.1. The given Regulations go into effect from the date of their confirmation.
12.2. The Contest is considered to be void if less than four Participants have been registered. In this case the Organizer publishes a message about considering the Contest to be void.
